What is Streetball?
Streetball is an urban form of basketball, played on playgrounds and in gymnasiums across the world. Streetball also does not involve a rigorous schedule; participants may choose to play ten games in one day or one game in ten days. Usually only one side of the court is used, but otherwise the rules of the game are very similar to those of professional basketball. The number of participants in a game, or a run, may range from one defender and one attacker (known as one on one or mano-a-mano) to two full teams of five each.Streetball is a very popular game worldwide, and some cities in the United States have organized streetball programs, such as midnight basketball, as a way for young people to keep out of trouble and avoid problems such as juvenile crime and drugs. Many cities even host their own weekend-long streetball tournaments. Hoop-It-Up and the Houston Rockets Blacktop Battle are two of the most popular. In recent years, streetball has seen an increase in notoriety and exposure in media due in part to television shows such as ESPN's "Streetball" and "City Slam", as well as traveling exhibitions such as the AND1 Mixtape Tour and Ball4Real.

Rules and Regulations
1- The HORIZON STREETBALL TOURNAMENT (HST) follows the FIBA/ASIA rules and regulations. The HST organization committee maintains the right to make amendments if necessary throughout the tournament.
2- There is a range of categories depending on the participants’ age, listed above. Applications are accepted accordingly.
In the Category of 17 years olds and above a player must have been born latest in 1991 and before.
In the Category of 16 years olds a player must have been born latest in 1992 and 1993.
In the Category of 14 years olds a player must have been born latest in 1994.
In the Category of 12 years olds a player must have been born latest in 1996.
3- All the players must fill in and sign the application form.
4- Each player should have a medical recommendation.
5- The players under 18 must obtain written permission from their parents.
6- At the time of registration, each team must specify a player as the captain of that team.
7- Each team will have a title. If two titles are the same, first regristered team has right to keep their title.
8- All participants must be registered in a team of four (3 main players and 1 substitute).
9- The application fee is 4000 Ks, per team. Application forms should be submitted (including two photos and a copy of N.R.C. for local players or photo ID card.)
10- The deadline for application forms is November 21, 2008. The late application will not be considered. The team list can only be altered only during the registration period and it can not be changed after the tournament starts. Changes in a team, after the application is submitted, are subject to 20,000 Ks per each player changed.
11- The players have to show their photo IDs issued by the organization committee before the game starts throughout the tournament.
12- A player can register in one team only. If his/her team fails the games, he/she can not participate in another team. In case of non-compliance with this rule, the player will be disqualifed and the teams he/she played in will concede defeat.
13- If a player takes part in the match despite being suspended, that team will be given technique foul and the player will be sent out of the court.
14- All players must wear their uniforms with the assigned number during the tournament.
15- Each player in a team has to play at least once in a match. Otherwise, that team will concede defeat.
16- Teams must be ready 30 minutes before the match starts.
17- Teams have to start the game with minimum three players.
18- When the team is late more than 5 minutes for the match, it will face defeat, 11-0.
19- Only the HST organization committee can accept appeals. Decisions will be declared on the same day and effective immediately.
20- A coin will be tossed to decide which team to start. The game starts after the referee whistles.
21- Each match is 15 minutes but it may change depending on the number of the teams available. Games will pause for intermissions and in case of injury.
22- Fixture will be arranged depending on the number of the teams and in two ways:
a. Teams will play in groups of four and the winner team will go to the next stage.
b. The elimination system.
23- Drawing lots for the fixture will be held at 18:30 on 28.10.2008 at H.I.E.C. with the team leaders and HST organization committee members’ presence. In case of the team leaders’ absence, one of the committee members draws the lot instead. Team leaders should follow tournament programs daily.
24- Three points shot is counted three points, two points shot is counted two points and a foul shot is counted one point.
25- Offensive team can keep the ball for 24 seconds. After 24 seconds, the ball goes to the other team.
26- ‘’3-second rule” is effective in the tournament. According to this rule, the offensive player can remain in 3 second area for only 3 seconds.
27- After every basket scored, the ball goes to the defensive team. The game restarts behind the 3-point line.
28- The team defensive rebounding should throw the ball from behind the 3-point line and start offensive from there. If the defensive team gets rebounding, they have to go out of the 3 point line. Otherwise, their shots will not be counted. If the offensive team gets rebounding, they can continue playing without going out of the 3 point line.
29- The jumpball is granted to the next team in position (arrow – system will be used).
30- The number of fouls per player is 4. The number of fouls per team is 4 during the match. After the fourth foul the other team has the right to free throw in each foul committed.
31- In case of basket foul, basket is counted and a free throw is granted.
32- If a player is out, a team may continue the game with two players. A team with one player on court will be considered defeated.
33- In case of defeat, team remaining on the court will be determined a winner and gets current score of the match.
34- A player who has received two technical fouls and/or unsportsmanlike fouls or been disqualified will be banned from participating in the tournament.
35- Two free shots are granted to the team in case of technique foul, unsportsmanlike foul and disqualified foul. After the shots, the team starts playing outside the 3 point line.
36- Use of insulting words towards the judge, the members of committee, friends and the opponents during the play and clapping between shots can be counted as technical foul.
37- During the match or in the match area, the player who is smoking cigarettes, drinking alcohol, using drugs and acting inappropriately can be expelled from the game.
38- Both teams have the right to take one minute timeout every match. The timeout can only be taken by the team captain. The match time is suspended during the timeout.
39- Substitutions are only permitted after making a basket or when the game is stopped. Substitution is unlimited.
40- In case of injuries (wound, violation) the referee stops the game. If there is bleeding, the player has to be substituted. The player can not re-enter the game until they stop bleeding. If the player is fouled with injury, the substitute players shoot free-throws. If there are only 2 players left in a team, either shots free-throws.
41- If the game finishes in a draw, four free-throws are applied. The team which makes most basket is declared winner. If the result does not change after free-throws, the teams continue until either shoots a basket in equal throws.
42- The captains have to sign the scoresheet after the game ends.
43- Awards for specific occasions will be announced during the tournament. There are prizes for specific categories.
44- Awards for 1st team 150.000 Ks, 2nd team 100.000 Ks, 3rd 75.000 Ks.
